About
Safe Harbor Crisis House is a residential crisis program in Oakland operated by Garrett County Lighthouse, a private nonprofit behavioral health organization working in Garrett County since 1992. Located at 18 E Oak St, it gives adults who are experiencing, or are at risk of, a psychiatric crisis a home-like place to stabilize, as an alternative to an inpatient hospital stay.
What the Program Does
Safe Harbor provides intensive mental health and support services meant to help a person through a crisis and back to their usual level of functioning in the community. Published services include:
- Defusing and evaluating a current crisis and stabilizing the person
- Counseling, training and crisis-prevention support for clients and, when appropriate, their families
- Helping clients and their natural supports recognize warning signs and act early
- Linking clients to financial, educational, social, medical and mental health resources
- Goal-directed planning for a safe discharge home or to another living situation
The program coordinates with psychiatric emergency and inpatient facilities, outpatient mental health clinics, rehabilitation programs, schools and local agencies, so care stays connected after a stay ends.
Who It Serves and How Referrals Work
Safe Harbor is for adults 18 and older with a mental health diagnosis, and admission is by referral from a licensed professional; Lighthouse posts a crisis referral form on its website. The program operates under Maryland's regulations for residential crisis services (COMAR 10.21.26) and sits alongside Lighthouse's psychiatric rehabilitation and residential rehabilitation programs on East Oak Street.
Safe Harbor is not a hotline: if you or someone you know is in crisis, call or text 988, and call 9-1-1 in an emergency.
